Joanne Brown has been a public servant for nearly 30 years, serving in the legislature six terms—during which she helped create the Marine preserves—and being appointed to managerial positions within the Guam Environmental Protection Agency, the Department of Public Works, and the Port Authority of Guam. Although boldly outspoken, Brown admitted she doesn’t know what the future holds for her. “People often ask me, ‘Joanne, are you going to run for governor down the road?’ I don’t know. I don’t think about it. I know it has a lot of responsibility, and it’s very time consuming, and it’s very expensive,” she said.
