For the President of the island's highest institution of learning, the first priority should be to develop an adequate professional workforce. "It is more than just seeking gainful employment, it's about providing a basis for Guam's middle class, and the middle class of the region. So the University of Guam has had 16,000 graduates, and most of those individuals continue to live and work on Guam and Micronesia.
